微软已经证实Windows 7 Beta将在2009年元月5日开放下载，同时微软合作伙伴行动包也会在元月更新包中对订阅了该更新包的合作伙伴提供这个测试版。
2009年元月更新包包含Windows 7 Beta, Microsoft Virtual PC 2007, Windows Small Business Server 2008 Standard Edition, Windows Essential Business Server 2008 Standard Edition, Microsoft Hyper-V Server 2008, Microsoft System Center Data Protection Manager 2007 SP1, and Microsoft System Center Essentials 2007 SP1.以上产品都包含合法授权以供合作伙伴内部使用。
而MSDN网站将在元月12日对订阅者开放此测试版的下载。而早期的测试者已经在前几日获得Windows 7 Beta和Windows Server 7 Beta（Windows server 2008 R2)
